Abstract
Prevalensi Hipertensi di Indonesia pada Riskesdas Nasional tahun 2018 yaitu 34,11%. Standar Pelayanan Minimal (SPM) hipertensi dimana setiap penderita hipertensi mendapatkan pelayanan kesehatan sesuai standar. Pencapaian SPM Hipertensi di Puskesmas Andalas selama dua tahun terakhir yaitu 30,21% di tahun 2021 dan 14% di tahun 2022. Tujuan penelitian ini adalah diketahuinya proses pelaksanaan SPM program Hipertensi di Puskesmas Andalas Tahun 2023.
Metode penelitian deskriptif kualitatif dengan melakukan wawancara semi terstruktur kepada 10 informan. Penelitian dilakukan di Puskesmas Andalas dari bulan Maret-Agustus. Data yang dikumpulkan yaitu hasil wawancara menggunakan panduan wawancara, telaah dokumen, dan observasi. Analisis data menggunakan triangulasi sumber dan triangulasi metode.
Hasil penelitian SPM Hipertensi di Puskesmas Andalas yang didapatkan yaitu petugas yang terlibat dan pasien hipertensi dalam pelaksanaan SPM Hipertensi sudah sesuai dengan Keputusan Menteri Kesehatan. Sarana dan prasarana dalam SPM Hipertensi sudah mencukupi, namun masih perlu dilakukan penambahan tensimeter dan juga media KIE berupa leaflet. Tenaga kesehatan yang ada di Puskesmas Andalas sudah mengetahui proses pelaksanaan Hipertensi yang sudah sesuai dengan standar. Pelaksanaan SPM Hipertensi di Puskesmas Andalas sudah berjalan dengan baik namun masih ditemukan hambatan berupa sulitnya melakukan pemantauan terhadap penderita hipertensi di wilayah kerja Puskesmas Andalas dan masih kurangnya kesadaran masyarakat melakukan pengobatan rutin setiap bulannya.
Pelaksanaan SPM Hipertensi masih perlu diperbaiki dari aspek pemahaman petugas, sarana dan prasarana, dan pemantauan pasien. Diharapkan Puskesmas Andalas dapat mengoptimalkan pemantauan pasien hipertensi dengan memperbaiki struktural kerja petugas, dan meningkatkan komitmen antara petugas dengan pasien hipertensi.
The prevalence of hypertension in Indonesia in the 2018 National Riskesdas is 34.11%. Minimum Service Standards in hypertension are every patient with hypertension getting health services according to standards. Achievement of Minimum Service Standards Hypertension at Andalas Public Health Center for the last two years is 30.21% in 2021 and 14% in 2022. The purpose of this study was to determine the process of implementing the Minimum Service Standards for the Hypertension program at Andalas Public Health Center in 2023.
Descriptive qualitative research method by conducting semi-structured interviews with 10 informants. The research was conducted at Andalas Public Health Center from March-August. The data collected were the results of interviews using an interview guide, document review, and observation. Data analysis used source triangulation and method triangulation.
The results of the Hypertension research at the Andalas Public Health Center obtained are the officers involved and hypertensive patients in the implementation of Hypertension Minimum Service Standard in accordance with the Decision of the Minister of Health. Facilities and infrastructure in Minimum Service Standard Hypertension are sufficient, but it is still necessary to add tensimeters and also IEC media in the form of leaflets. Health workers at Andalas Public Health Center already know the process of implementing hypertension that is in accordance with the standards. The implementation of Minimum Service Standard Hypertension at Andalas Public Health Center has been running well but there are still obstacles in the form of difficulty monitoring hypertensive patients in the Andalas Public Health Center working area and still lack of public awareness of routine treatment every month.
The implementation of Minimum Service Standard Hypertension still needs to be improved in terms of staff understanding, facilities and infrastructure, and patient monitoring. It is expected that Andalas Public Health Center can optimize the monitoring of hypertension patients by improving the work structure of officers, and increasing the commitment between officers and hypertension patients.
